Vu le Décret 1102013/0891/PM du 12 mars 2013 portant nomination de responsables au Ministère de l'Enseignement Supérieur; vu l'arrêté n0 19/00054/MINESUP/SG/DAUQ/SDEAC/SE du 27 février 2019 fixant le calendrier des concours d'entrée dans les Établissements des Universités d'État du Cameroun, au titre de l'année académique 2019-2020 ;
Vu la circulaire no 004/CAB/PM du 10 février 2000 relative à l'admission dans les écoles nationales de formation et au recrutement à la fonction publique,

Le concours est ouvert en une seule session aux Camerounais des deux sexes, titulaires du igé pour chaque série sollicitée, ou du GCE-AL obtenu au moins en deux matières dont la matière principale (major) de la série, et du GCE-OL obtenu en une seule session au moins en quatre matières dont la matière principale (major) de la série ; la matière intitulée « Religious Knowledge » n'est pas prise en considération.

Article 3 : (1) Les candidats étrangers peuvent être admis à concourir dans les mêmes conditions académiques et dans la limite des places disponibles, conformément à la réglementation en vigueur.
(2) Les candidats doivent être âgés de 28 ans au plus au 1er Janvier 2019.
(3) Les fonctionnaires ne sont pas admis à postuler en qualité de candidat externe.

Article 4 : Les dossiers de candidature devront comporter toutes les pièces suivantes :
• une demande d'inscription disponible à I'ENS, dans les centres d'examen, dans les délégations régionales des enseignements secondaires et sur le site Internet du MINESUP : http://www.minesup.gov.cm
• une photocopie certifiée conforme d'acte de naissance, datant de moins de six (06) mois ; les relevés de notes du Probatoire ou du GCE/OL et du Baccalauréat ou du GCE/AL signés ou certifiés par les Offices compétents ;
• une copie certifiée conforme du Baccalauréat ou du GCE,/AL, ou du diplôme reconnu équivalent par le Ministre de l'Enseignement Supérieur, datant de moins de six (06) mois, ou une Attestation de Réussite signée ou certifiée par les Offices compétents. Seuls les candidats présentant le Baccalauréat ou le GCE/AL au titre de l'année 2019 pourront être autorisés à composer sous réserve des diplômes requis ; toutefois, leur admission définitive, le cas échéant, ne peut être acquise que sur présentation de la preuve de l'obtention du diplôme requis dans les délais fixés par l'autorité compétente ;
• un certificat médical délivré par un médecin de l'Administration, attestant que le candidat est physiquement et médicalement apte à l'exercice de la fonction d'enseignant. Notamment qu'il est indemne de carences physiologiques notables au niveau de l'élocution, de l'audition, de la vue ou de la motricité
• un extrait de casier judiciaire (bulletin n o 3) datant de moins de trois (03) mois ; un reçu de paiement de vingt mille francs (20 000) FCFA de frais de concours, délivré par la BICEC compte N O 37344672001-43. Aucun autre mode de paiement ne sera accepté ;
• une enveloppe grand format timbrée au tarif en vigueur et portant l'adresse exacte du candidat ;
• deux photos (4x4) d'identité ;
• une autorisation du Ministre de l'Éducation de Base, du Ministre des Enseignements Secondaires ou du Ministre de l'Enseignement Supérieur, selon le cas, pour les candidats fonctionnaires en poste dans ces Départements ministériels.
: Les candidats titulaires de diplômes étrangers doivent présenter l'arrêté d'équivalence délivré par le Ministre de l'Enseignement Supérieur ou à défaut, le récépissé de dépôt de la demande d'équivalence.
Article 6 : Tous les dossiers complets doivent être déposés soit dans les délégations régionales des enseignements secondaires (hormis à Yaoundé où un lieu de réception sera aménagé sur le campus de l'Université de Yaoundé I), soit à l'Ecole Normale Supérieure de Maroua (Service de la Scolarité), soit au Département de Climatologie, Hydrologie et Pédologie de l'Ecole Nationale Supérieure Polytechnique de Maroua basé à Kousseri au plus tard le Vendredi 30 août 2019.
(1) Le concours sur épreuves comporte :
a) une note de scolarité comptant pour 30 0/0 dans l'évaluation totale ;
b) deux épreuves écrites comptant pour 700/0 dans l'évaluation totale ;
Article 8 : Les épreuves écrites auront lieu le Samedi 07 septembre 2019 dans les centres suivants : Bertoua, Douala, Dschang, Garoua, Maroua, N'Gaoundéré et Yaoundé.

(2) Les programmes du concours sont ceux du Baccalauréat ou du GCE/AL de chaque spécialité.
(3) Chaque épreuve de l'examen écrit est notée de zéro à vingt et affectée des coefficients ci-dessus indiqués. Toute note inférieure à cinq sur vingt est éliminatoire.
Artiç!e IQ : La note de scolarité est établie en fonction :
• de l'âge du candidat ;
• du nombre d'années passées dans le secondaire ;
• des notes obtenues au Probatoire ou au GCE/OL et au Baccalauréat ou au GCE/AL.
Article : (1) A l'issue des délibérations, le jury dresse par série et par ordre de mérite la liste des candidats proposés à l'admission définitive.
(2) En aucun cas il ne peut y avoir de report d'admissibilité ou d'admission d'une année académique à l'autre.
(3) Les résultats définitifs sont publiés par le Ministre d'Etat, Ministre de l'Enseignement Supérieur.
L'admission frauduleuse par non-respect de la condition de diplôme, de grade, d'âge ou d'ancienneté expose le candidat concerné à une exclusion d'office à tout moment et sans aucune forme de procédure.
Article 13 : La composition du jury visé à l'article 11 ci-dessus fait l'objet d'un texte particulier du Ministre d'Etat, Ministre de l'Enseignement Supérieur.
Article 14 : Les frais de concours visés à l'article 4 ci-dessus ne sont pas remboursables.
Article 15 : Le Recteur de l'Université de Maroua, le Directeur des Accréditations Universitaires et de la Qualité, et le Directeur de l'Ecole Normale Supérieure de Maroua sont chargés, chacun en ce qui le concerne, de l'application du présent arrêté qui sera enregistré, publié suivant la procédure d'urgence, puis inséré au Journal Officiel en français et en anglais.

A competitive written examination for admission into the 1st year of the First Cycle of the section for Student-Teachers of Secondary General Education in the Higher Teachers' Training College (ENS) of the University of Maroua is launched, for the 2019-2020 academic year, in the following series:

Article 2: (1) The competitive entrance examination is organized in a single session for Cameroonians of both sexes and who are holders of the following certificates: the GCE Advanced Level in at least two (2) subjects including the main subject (major) of the series, and the GCE Ordinary Level obtained in one session with at least four (4) subjects including. the main subject (major) of the series ; the Baccalauréat Certificate required for each series solicited; Religious Knowledge » shall not be taken into consideration.
(2) The table below indicates the type of GCE 'A' Level, the Baccalauréat and the main subject which the candidate must have passed at the GCE IA' Level to be able to sit for the examination :

Article 4: Candidates' files shall comprise the following documents :MINISTER'S OFFICE
• an application form to sit for the examination, obtainable from the Higher Teachers' Training College (ENS examination centres and the regional delegations for Secondary Education. It can be also downloaded from the following MINESUP Internet website: http://www.minesup.gov.cm a certified photocopy of birth certificate, dated not more than six (6) months ago ; results transcripts of the GCE/OL or the Probatoire and the GCE/AL or the Baccalauréat signed or certified by the competent Examination Boards • a certified photocopy of the GCE/AL or the Baccalauréat , or an equivalent diploma/certificate recognized by the Minister of Higher Education, dated not more than six (6) months ago, or a Success Testimonial signed or certified by the competent Examination Boards. Only candidates sitting for the 2019 GCE/AL or the Baccalauréat shall be authorized to write the examination awaiting the required diplomas/certificates ; however, where the case arises, their final admission shall be possible only on the presentation of proof of having obtained the required diploma/certificate within the date limits specified by the competent authority ; a medical certificate issued by a medical doctor working with the Administration, testifying that the candidate is physically and medically apt to work as a teacher. Notably that he/she has no physiological impairments especially concerning speech, hearing, sight or movement ; a certificate of non-conviction (bulletin n 03) dated not more than three (03) months ago , a receipt showing payment of the sum of twenty thousand francs (20 000) CFA F as examination fees, issued by BICEC account N O 37344672001-43. No other mode of payment shall be accepted ; a large envelop bearing postal stamps respecting current rates and carrying the exact address of the candidate ;
• two (2) passport size (4x4) photographs ; an authorization from the Minister of Basic Education, the Minister of Secondary Education or the Minister of Higher Education, as the case may be, for candidates who are civil servants currently working in Ministries.
Article 5: Candidates who are holders of foreign diplomas/certificates have to present the decision of equivalence issued b' thie Minister of Higher Education, or the receipt for a diploma equivalence application.
Actic_gS: Complete files shall be deposited either at the regional delegations for Secondary Education (except for
Yaounde where a reception area shall be set up on the University of Yaounde I Campus) or at the Higher Teachers' Training College (ENS) Maroua (Admissions Service) or the Department of Climatology, Hydrology and Pedology of the Avdanced School of Engineering of Maroua situated in Kousseri latest Friday 30th August 2019.
Article 7: (1) The examination papers will comprise the following:
a) a mark for school attendance which will account for 30% in the overall assessment ;
b) two written tests which will account for 70% in the overall assessment ;
Article 8: The written examination shall be conducted on Saturday 07th september 2019 in the following centers: Bertoua, Douala, Dschang, Garoua, Maroua, Ngaoundere and Yaounde.
Article 9: (1) The written examination is organized as follows :

(2) The examination programs are those of the GCE/AL or the Baccalauréat in each specialty.
(3) Each examination paper written has a mark range from zero to twenty and is allocated the coefficients indicated above. Any mark below five on twenty shall automatically eliminate the candidate.
Article 10: The mark for school attendance shall be allocated based on the following criteria . - the candidate's age ;
• the number of years spent in secondary education ;
• marks obtained at the GCE/OL or the Probatoire and the GCE/AL or the Baccalauréat.
Article 11: (1) After due deliberation, the jury shall establish, according to series and in order of merit, the tentative list of candidates for final admission.
(2) The candidate's performance in the written examination or in the final admission cannot be carried forward from one academic year to another.
(3) The final results will be published by the Minister of State, Minister of Higher Education.
ActicLe—2: Fraudulent admission following failure to enforce the required condition for diploma, grade, age or seniority exposes the candidate concerned to automatic expulsion at any time without any due form and procedure.
Article_E: The composition of the jury cited in articles 11 above shall be established in a special text by the Minister of State, Minister of Higher Education in conformity with the regulation in force.
Article 14: The examination fees mentioned in article 4 above are non-refundable.
An.i.cLe-.L5 : The Rector of the University of Maroua, the Director for University Accreditations and Quality and the Director of the Higher Teachers' Training College (ENS) Maroua are, each in his sphere, charged with the implementation of this order which shall be recorded and published in English and in French wherever need arises.
